The footnote matters

az1817 states these totals are based on AZMET data for the Phoenix area. Tucson sits at a higher elevation than Phoenix, which is why the same publication gives Tucson a different overseeding window. Treat the table as the shape of the year – low in March, peaking in July, falling away through October – rather than as a Tucson meter reading.

Frequency, not just volume

Deep and infrequent irrigation every three days, rather than multiple short cycles every day, is what encourages good root development. Volume delivered badly still produces a shallow-rooted lawn.
